1. Welcome: Paula welcomed residents to the West Swindon Forum and introduced the newly elected Councillors. Mick Bray agreed to Chair.

3. Residents Issues:
Toothill Cottages – successfully sold at auction. Mr Ratcliffe queried planning and development options for the land in the future

3.b. Road Surface Conditions
Mr Keeble reported that the condition of roads is an issue with dangerous and uneven surfaces including Harlech Close.

3.c. Abandoned vehicles
Mr Kiddle raised concern about continued abandoned cars on housing land – e.g. Edington and Stamford Close. Discussion held.
Cllr Wakefield advised that these vehicles had been dealt with successfully by the DVLA in the past. Clarification that parking spaces are not designated to individuals and therefore vehicles are not classed as SORN
Regarding cars for sale on grass verges – car can be requested to be removed or if illegally parked it could receive a ticket. Need to report on tel: 01793 445501
3.d. Wheelie bins
Query regarding ownership of wheelie bins – alleged misuse on Worsley Road.
Wheelie bins and boxes are the property of Swindon Borough Council.

4. Police report – Review of West Swindon priorities
Last two months, four positive drug warrants and small cannabis set up in Toothill. Dangerous dogs warrant resulted in dogs being seized in an address in Freshbrook.
Walking bus scheme being developed with Oliver Tomkins and Westlea Primary schools.
Lydiard Park meetings have started.
Males arrested for burning logs in Lydiard Park.
Discussion on speeding motorcycles particularly on Roughmoor Way and Shaw Ridge.
Richard Lane indicated that he would be working with police specials to monitor the speed of traffic on Roughmoor Way before the next forum meeting.
Off road is a problem. Difficult to pursue offenders following a change in policy. This limits use of scrambler bikes. Try and monitor the entry points to Shaw Ridge but difficult to cover the whole site. Cars have built in cameras which can be useful.
Public advised to report incidents on 101 and to record as many details of offenders as possible e.g. bike details, registration plate. Use 999 if incident is more dangerous or an emergency.
Monitor parking outside Oliver Tomkins and Westlea Primary School once the walking bus is running.
Anti social behaviour in open spaces ongoing, current weather has reduced reports however keen to roll this priority over
Theft from vehicles – close this priority and replace.

5. Recycling in Schools
Waste Warden Ryan Dowling indicated that there was a regular programme of activity across Swindon schools. Promote recycling habits and discourage litter. Good tip is to fill a plastic bottle with water to weigh down bags. Plans to repeat monitoring of capture rates, counting boxes and finding out which areas are the low performing areas to target in the future. Costs £5.80 per box. Around 3,000 boxes are ordered every 2 months. Lids get broken more easily. However you can request a replacement if you ring streetsmart on tel: 445500.
Cllr Wakefield reminded residents that the household recycling centre would be closing in 2016. Cllr Perkins indicated that the Council was at the advanced stage of creating a waste to energy centre which should be operational before the closure of tip.

6. Highways headlines
Philip Martlew reported the following: 3
Part-time signals at Mannington Roundabout would be reviewed in November 12 as part of the 12 month trial. CCTV is monitoring traffic. Report of results will come to a future Forum meeting.
Road safety scheme completed on Westlea Drive following a fatal accident.
Cycle Route 45 saw new signs being provided. Unfortunately the sub contractor undertaking the work did not do this correctly so they have been removed and will be replaced. This will secure an opportunity to signpost to Lydiard Park Academy rather than Greendown School. Mrs Kiddle indicated that local youths had been blamed for the removal of signs. Agreement to promote the improvements in the Link Magazine
Paths to Grange Park and Freshbrook from the Link Centre have been relit.
Bus stop on Mead Way has a new link footpath
Changes to the layout at Bruce Street bridges to improve traffic flow
New opportunities for local decisions on a West Swindon highways budget
Gainsborough Way near Millbrook School, pathways are subject to excess water on cycle ways. PM to monitor.
If monitoring Mannington, is it possible to monitor queue levels on Tewkesbury Way. PM indicated that journey time through the junction will be part of the evaluation.
Reduced visibility on the dual carriageway due to high level screens. PM indicated that reducing visibility was designed to slow traffic on the approach to the junction.
Bus stop refuge on Idovers Drive hasn’t happened. PM to check with Stage Coach.
7. Localities Update
Paula Harrison distributed a note on new community drop-ins and coffee mornings for West Swindon residents.
Paula indicated that the next West Swindon Forum would cover a range of highways and transport projects and encouraged people to attend.
There would also be new updates on local decision making.

Cllrs Martin and Wakefield gave an update having attended the Ridgeway Farm planning appeal. Cllr Martin spoke and resident Kevin Fisher made a presentation on behalf of Shaw Residents Assocation – http://www.shawresidents.org.uk/index_files/docs/community%20submission.pdf
Mrs Kiddle informed residents that the next Toothill Festival would take place on Saturday 30 June from 11-4 for an open fete event and 7-11 for a ticket evening event. This would take place at Toothill Primary School during the day with events also on at Toothill Community Centre, the pub and the Church. Publicity will be going out to local residents. The purpose of the event is to bring the community together and to promote Big Local – the Toothill million lottery funding.
Toothill Long Poem
Cllr Bray congratulated the children of Toothill for their production of the Toothill Long Poem. This was funded through Toothill Big Local funding
9. Councillor Martin. It was noted that that thanks should be conveyed to Cllr. Mary Martin for her hard work and contribution to both the West Swindon Forum and her years as a West Swindon Councillor.
10. Gail organised a prize draw for residents attending the forum. Winner – Kayleigh Williams.
