Swindon Borough Council has published the New Eastern Villages (NEV) planning obligations draft supplementary planning document (SPD).
NEV is the largest strategic allocation of land for development within the adopted Swindon Borough Local Plan 2026 (The Local Plan). It will comprise 8,000 new homes, 40 hectares of employment land, transport improvements, new secondary school and primary schools, retail, health, community and leisure facilities.
Following the adoption of the Local Plan in March 2015, it was deemed necessary to produce the draft Supplementary Planning Document (SPD) to provide more detailed advice and guidance on the relevant policies, particularly with regard to infrastructure provision, development management, details of the New Eastern Villages and the development at South Marston.
The draft SPD sets out Swindon Borough Council’s approach to securing, by planning obligations, the infrastructure required as a consequence of developments in the NEV. The approach detailed, seeks to achieve the effective delivery of infrastructure to enable sustainable growth at the NEV to ensure the right infrastructure is delivered in the right place, at the right time.
Public consultation on the draft SPD, IDP NEV Update and DIA documents will run until Wednesday 4 May 2016.
Copies of the documents are available for public inspection at Swindon Borough Council Customer Services at Wat Tyler House, Beckhampton Street, Swindon free of charge (open Monday to Friday 9am to 5pm).
The documents may also be viewed at all libraries within Swindon Borough, during normal opening hours of those libraries, and on the Borough’s website, at: www.swindon.gov.uk/easternvillagesconsultation

Comments in respect of the draft SPD will be reported to the Borough Council’s Planning Committee, and will help inform a final version of the SPD.
