Wiltshire Police Crime Prevention Tactical Adviser, Anna Angel has been awarded the Ellie Smart Award 2026, part of the prestigious Tilley Awards.
This award recognises an unsung hero of problem solving - someone who works tirelessly behind the scenes to support and drive impactful problem-solving initiatives.
As a Crime Prevention Tactical Adviser, Anna has played a key role in driving Problem-oriented Policing (POP) Plans and evidence-based policing across Wiltshire Police. Her work has helped embed a strong problem-solving culture - praised in the recent His Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) Police Effectiveness, Efficiency, and Legitimacy (PEEL) review - while saving valuable frontline time and empowering colleagues.
Anna’s innovative approach includes interactive digital toolkits, gamified Spousal Assault Risk Assessment (SARA) training, and impactful initiatives such as youth diversion hotspot mapping, environmental crime reduction, and multi-agency collaboration. She is also developing a POP Plan Champions network to further strengthen capability across the force.
Anna said, "I was genuinely surprised to have been selected for the Ellie Smart Award and had no idea I had been nominated.
"It is a real honour, but I have always seen problem solving as simply part of my role. The award reflects the efforts of many colleagues and partners across Wiltshire, as these outcomes are never achieved by one person alone.
"I’m grateful for the recognition, but my focus has always been on finding practical solutions that improve outcomes and ensure resources are concentrated on those who need them most, by preventing or reducing future demand."
Anna will now attend the National Problem-Solving Conference on October 21 to be presented with her award.
