Angela Rayner visited Swindon as Labour launched six new policy pledges ahead of a General Election which must be held this year.
The visit reinforced Swindon's status as a political bellwether - an indicator of the wider political climate.
Ms Rayner said the current Government had failed and that Labour would show how and why, adding: "Then we've got to show how we're going to approach that."
Labour has pledged to deliver economic stability, cut NHS waiting times, launch a new Border Security Command, set up a national energy company funded by a windfall tax on private energy firms, crack down on antisocial behaviour and recruit 6,500 new teachers.
The message was warmly received by the gathering at The Planks car park in Old Town.
Borough council leader Cllr Robbins said: "It's really exciting to see these first steps being published.
"These are the things that people are concerned about in the national picture - the cost of living, the NHS.
"I'm really looking forward to speaking to people about this."
