Swindon Borough Council's Conservative group are working on the details of a planned minority administration.
The announcement follows the results of Thursday's council election, which saw the majority of the Labour Group overturned.
The Conservatives emerged with 23 of the council's 57 seats, Labour 19, Reform 14 and the Liberal Democrats one.
The contest was the first 'all-out' council election in the borough, with every seat being fought for, since 2012.
Swindon Conservative Group Leader Cllr Sumner said: "We were very excited to emerge as the largest party and our plan is to form a minority administration."
He added that the group was having discussions this week about the support required to achieve this, and was optimistic that an agreement could be reached.
