Swindon Borough Council leader Cllr David Renard has lost his Haydon Wick seat.
Along with other Labour gains, the result means that Labour has an overall majority on the council for the first time in almost two decades.
Cllr Renard received 1,176 votes, trailing behind Labour winner Stanka Adamcova, who secured 1,828.
Liberal Democrat candidate Omar Syed Muhammad received 188 votes.
Overall, Labour gained 10 seats of the 19 contested and held six. The Liberal Democrats gained one and the Conservatives held two.
