Wiltshire Police officer sent misogynist sexual images

A misconduct hearing has found that a Wiltshire Police officer’s behaviour amounted to gross misconduct.

The hearing was held at Wiltshire Police Headquarters on 26th June 2025 and was chaired by Assistant Chief Constable Ian Saunders.

The panel considered one allegation that between 28 March 2022 and 2 September 2022, PC Stephen Proctor sent a number of images to a colleague using his personal mobile phone via WhatsApp. 

The images were highly inappropriate, misogynistic, sexualised, and offensive.

The panel considered and upheld the allegation against PC Proctor, finding that his actions breached the Standards of Professional Behaviour for police officers in respect of Authority, Respect and Courtesy, Equality and Diversity and Discreditable Conduct.  

Whilst PC Proctor resigned from Wiltshire Police on the day of the hearing, the panel directed that he would have been dismissed from the force without notice if he had remained in service.

As a result, former PC Proctor will also be placed on the national barred list which means he will not be able to work in policing in the future. In line with the Police Conduct regulations 2020, the former officer has a period of 10 working days to appeal the outcome.

Assistant Chief Constable Ian Saunders said: “The actions of former PC Stephen Proctor were completely unacceptable and fall well below the high standards of professionalism that we expect of all our police officers, staff and volunteers. 

“There is no place within our organisation for anyone who conducts themselves in this inappropriate manner, including on personal devices.”

In December 2023, the Force launched a Safe2Say Anonymous Reporting System. 

This is a bespoke internal reporting system which is geared to giving officers, staff and volunteers the confidence to report any wrongdoing, concerns they have or intelligence surrounding our workforce.
